The co-chairman of the Senate Finance Committee says he wants to see Gov. Sean Parnell's priorities for addressing school construction needs in rural Alaska. Sen. Lyman Hoffman recently joined Parnell and other legislators in touring schools that were outdated and overcrowded. He said unorganized outlying communities cannot pass bond issues for a new school the way a city like Anchorage can.

State legislators are in negotiations with Gov. Sean Parnell as to how $1 billion in surplus state revenues will be spent. In total, the state will have a $2.2 billion surplus in the current 2010 budget year and an additional estimated surplus of about $400 million next year. Parnell has recommended that $1.1 billion of this be deposited into a special education account in the treasury to advance funds to school districts around the state.

The ratio of three-fourths of the money going to agencies and one-fourth to communities is one that we don't like   -Johnny Ellis

Gov. Sean Parnell had a pleasant surprise for legislators in Juneau Feb. 2: a $2.2 billion state budget surplus. That's up $700 million from $1.5 billion estimated as a surplus for the current fiscal year of 2010 that was projected two months ago by the state Department of Revenue. Oil prices are now higher and Parnell asked the revenue department to update its forecast as the governor prepared his fiscal 2010 supplemental appropriation request to the Legislature.

I am asking the Legislature to approve these funds quickly so that state agencies can start the process of secure contractors now, rather than waiting for the beginning of the fiscal year on July 1   -Sean Parnell
